Provision of Technical and Advisory Services for the monitoring and Evaluation of GEXIM funded Projects.

This was a consultancy assignment that performed the following tasks;

  • Monitored progress of works, identified causes or potential causes of any delay and advised the Bank on suitable corrective actions to be undertaken in a timely manner
  • Supervised the execution of the various GEXIM funded 1D1F projects according to the agreed project plans
  • Supervised Construction and Delivery – involved supervision and inspection during and after construction activities to ensure that the required output was delivered;
  • Prepared supervision manual delineating a consistent, comprehensive and uniform system of quality assurance and quality control for the components, including but not limited to systems of checks and reviews, description of type, etc, that was to be enforced during the implementation of the projects to ensure highest standards of quality;

Undertook physical assessment of the status of the projects which would cover the following:

  • Identification of factory and their owners
  • Buildings, plant and equipment developed, acquired and installed
  • Jobs created
  • People Trained

The objective was to monitor the progress of work of 1D1F projects funded by the bank. It was also to provide technical and advisory services to GEXIM funded initiative projects and to ensure timely completion of projects.

AIC together with ASNAPP assessed and provided business advisory services to over 70-medium to large scale companies funded by the Ghana Exim Bank under the Government of Ghana One District One Factory (1D1F) flagship Programme.  ANSAPP/ AIC  used the criteria below to determine the level of support for continuous funding: 

  • Value for Money
  • The Level of Investment Required to turn the company around
  • Condition that presents High Risks (Contract Abrogation, Legal Costs, etc)
  • Right Technology/Machinery
  • Existing Market and Products
  • Initiated Payment of Facility (Servicing of loan)
  • Potential Impact

This report presented findings from 50 1D1F companies supported by GEXIM from different sectors of the Ghanaian economy. GEXIM support to 1D1F companies is important because it has enhanced investment into local manufacturing by Ghanaians, supported greenfield companies, attracted more local companies due to its low cost of capital, facilitated trade, and trade shows. The main sectors in terms of approved funding request were agribusiness (47%), pharmaceuticals (19%), poultry (13%) and others (under 5% each).
